Managing a Technology Division
at the Executive Level
How I think about running engineering as a business, from investment decisions and vendor governance to headcount strategy, AI cost management, and the fiscal discipline that makes scale sustainable.
My experience is best suited for small to mid-market organizations: growth-stage SaaS companies, PE-backed platforms, and founder-led businesses scaling their technology division. I have not led enterprise divisions with hundreds of teams or thousands of engineers, and I don’t position myself for those roles.

The Value Center Lens
I operate from the conviction that engineering is a value center, not a cost center. That distinction shapes how I invest: in architecture and platform decisions, team size and design, engineering practices, talent development, tooling, and innovation programs. It shapes how I frame decisions to boards and leadership, and how I build the case for every significant spend. Technology is one of the most powerful levers a growth-stage or enterprise organization has. Treating it purely as overhead misses the point.
But leading with value doesn’t mean ignoring costs. Even in well-funded growth cycles, controlled oversight of every spend category is non-negotiable: headcount, tooling, infrastructure, cloud, AI, innovation, training, and conference investment all require active governance. Costs left unexamined become drag on the outcomes they were intended to enable.
Every investment decision is an opportunity cost decision. What we choose to fund defines what we choose not to do. That tradeoff deserves transparency, not convenience.
I am evidence-driven. I require structured justification and evaluation for significant budget decisions, and I hold post-purchase accountability as seriously as pre-approval rigor. A decision well-made and poorly tracked is still a decision poorly managed.
I also lead with a cabinet mindset. I lean on the senior members of my leadership team: engineering leads, architects, QA leaders, platform and SRE leads, data engineers, and Agile leaders, as active advisors within their functional domains. The best decisions I’ve made have been informed by the people closest to the work, not made above them. My job is to set the strategy and direction, provide clarity on the why and purpose behind decisions, create the conditions for honest input, and integrate that expertise into decisions that the whole team understands and can execute with confidence.
One conviction that has shaped my entire approach: engineering only matters if it’s connected to the growth engine of the business. When that connection is weak or invisible, engineering gets marginalized. Everything I do as a technology executive is oriented toward keeping that connection clear, visible, and defensible to leadership, investors, and the team itself.
Strategic Alignment
Technology leadership is not only about delivering work. It is about creating a clear line of sight between company goals, product priorities, team-level execution, and measurable outcomes.
It is critical to tie team-level work directly back to company goals. OKRs and strategic priorities create the language of direction, but they become meaningful only when they are translated into epics, initiatives, and anticipated outcomes that teams can understand and influence. The discipline is not simply setting goals. It is connecting the work to those goals before delivery, then closing the loop afterward to determine whether the expected outcome was realized.
When that connection is strong, teams are not just completing work. They are contributing to customer value, business performance, operational resilience, and organizational learning. That is the kind of stewardship I believe technology leaders are responsible for building.
Technology Investment & Vendor Governance
I treat procurement as a strategic function, not an administrative one. Whether evaluating a new SaaS platform, an AI tooling category, a cloud provider, or a staff augmentation partner, I apply a consistent decision framework before any commitment is made.
Weighted Criteria Scoring
Business and technical requirements are weighted and scored consistently across all competing options, removing subjectivity and making tradeoffs explicit.
Build / Buy / Partner
Every major capability decision is examined through a build-vs-buy-vs-partner lens, including integration costs, strategic fit, and long-term ownership implications.
Total Cost of Ownership
TCO modeling spans the full contract lifecycle: licensing, integration, support, training, migration, and exit.
Compliance & Risk Baked In
Security, privacy, and compliance cost implications are part of the evaluation scorecard, not added as an afterthought post-selection.

I also run annual vendor rationalization reviews as part of my operating cadence, auditing the full tooling portfolio to identify overlap, underuse, and tools that have outlived their value. This keeps the portfolio clean, reduces licensing waste, and surfaces hidden technical debt carrying costs before they compound.
One of the clearest examples of this framework in action was the decision to move from a homegrown Value Stream Management solution to an enterprise VSM platform. We had already invested in building something internally, and the instinct to protect that investment was real. I worked through the evidence before recommending a change in direction.
- Established clear requirements for what the VSM capability needed to deliver: flow metrics, pipeline visibility, value stream mapping, and integration with the existing toolchain
- Quantified the true cost of the homegrown solution: ongoing engineering maintenance, capability gaps, and the opportunity cost of internal engineering time diverted from product work
- Applied a weighted vendor scorecard across candidate enterprise platforms, evaluating capability fit, integration complexity, support model, roadmap alignment, and TCO
- Built the business case with evidence: what the platform would enable, what the homegrown path would require, and where the crossover point was
- Negotiated a multi-year agreement. The structure of the evidence and deal framing enabled favorable multi-year contract terms

The story demonstrated that a well-structured buy decision, grounded in evidence and negotiation discipline, can outperform the perceived control of a homegrown solution.
Headcount & Talent Cost Strategy
I’ve managed every model in the talent cost spectrum: FTE, staff augmentation, global distribution, managed services, and geographic rebalancing. I understand the tradeoffs of each and make decisions based on what the work actually requires, not what’s cheapest on a spreadsheet.
My guiding principle: software and platform work closest to the product and revenue belongs with FTEs who carry deep context, accountability, and long-term commitment. Staff augmentation serves well for time-bounded projects or capacity bursts, but I’ve seen the total cost of over-relying on it: context erosion, delivery friction, and actual spend that frequently exceeds projection once management overhead is included.

For global distribution, I focus on team cohesion over individual cost optimization. Agile teams depend on real-time collaboration: planning, code review, pair programming, and retrospectives. Teams split across 8-12 hour time differences pay a delivery tax that often erodes the labor savings that motivated the decision.
When two high-priority integration and refactoring initiatives required dedicated delivery capacity beyond our existing team bandwidth, I evaluated the options deliberately rather than defaulting to individual contractor placement. The initiatives were time-bounded, high-complexity, and technically well-defined, a situation where staff augmentation could work well if structured correctly.
The critical decision was how to augment. Rather than adding individual engineers to existing teams, which would dilute team identity, create onboarding drag, and fragment accountability, I chose to partner with a service provider that could deliver complete, agile-ready delivery teams with established Agile practices and modern toolchain experience built in.
- Defined clear scope, success criteria, and exit conditions for both initiatives before evaluating providers. The work was bounded and measurable
- Applied a weighted scorecard to provider selection, evaluating Agile delivery maturity, toolchain compatibility, team model (whole teams vs. individual placement), cultural fit, and ability to integrate embedded internal members. Subjectivity was removed; tradeoffs were explicit
- Assigned an Agile Leader and Enterprise Architect from our organization to each team, providing delivery governance, architectural guardrails, and a direct bridge to internal standards without pulling core engineering off existing product work
- Structured performance accountability across the engagement: delivery milestones, quality gates, and escalation paths defined upfront in the agreement
- Managed vendor performance actively throughout, not just at delivery milestones. The cadence included weekly rhythm, early visibility into risk, and clear ownership of remediation when needed.
Lessons Learned
The most significant underestimate was onboarding time. Even with experienced, agile-mature teams, the ramp to full productivity in a complex, unfamiliar codebase and domain took longer than the engagement plan accounted for. Some talent replacement within the provider teams was also required, a reality of any extended engagement that should be planned for, not treated as an exception.
Each team was supported by an Agile Leader and an Enterprise Architect from our organization, but we stopped short of deeper embedding. In hindsight, committing a senior engineer, product owner, or engineering manager to each team, alongside the Agile Leader, would have meaningfully accelerated the onboarding period and raised the quality ceiling earlier in the engagement. Depending on the scope, additional specialist roles such as a platform SRE or data engineer could further reduce ramp friction and keep the provider team unblocked on infrastructure and data dependencies.
On the positive side, both teams demonstrated strong AI-assisted delivery practices and were highly adaptive culturally. The model is viable and worth repeating, with a more intentional embedding commitment from the start. The investment in a stronger launch pays for itself in delivery momentum through the back half of the engagement.
Workforce reductions are part of the executive accountability I’ve carried. Those are the hardest days in the role, balancing real empathy for people whose livelihoods are affected with the business realities that made the decision necessary. I don’t treat those moments as purely financial events. How a leader handles them determines whether the trust and culture of the remaining team survives intact.
AI Cost Governance
AI spend is the newest and fastest-growing line item in technology budgets, and most organizations are still developing the governance muscles to manage it well. My experience here is newer than the other areas on this page, reflecting how recently this category has matured. What I bring is a clear understanding of where the costs live, what governance considerations matter, and how to evaluate AI investment with the same evidence-driven discipline I apply everywhere else. I don’t position myself as a deep AI operations expert, but I understand what responsible, cost-conscious AI adoption requires of an executive leader.
Not every task requires a frontier model. Understanding that lighter models suit routine work and frontier models suit complex reasoning is a cost and governance consideration I factor into tooling decisions and team guidance.
Token budgets by team and use case create visibility before consumption becomes a surprise. Prompt engineering affects both quality and cost, and teams need to understand both dimensions.
Teams that understand how AI tools work avoid the most expensive failure modes: poor prompting, unnecessary re-runs, and misapplied use cases. Training investment here has a measurable return.
Unauthorized tools create hidden costs, IP exposure, and PII risk. Governance starts with knowing what is actually in use across the organization before policy can be effective.
Centralized policy with decentralized use is the approach I understand to balance innovation speed with control. Who approves, who tracks, and what guardrails apply are decisions that need deliberate design, not defaults.
The right ROI question for any AI investment isn’t whether it makes individual contributors faster. It’s whether it improves the system end-to-end. AI applied only to code generation while the surrounding delivery system stays weak produces local gains and broader dysfunction. Faster code that hits the same bottlenecks downstream hasn’t improved outcomes. The question I ask is: does this investment improve flow, quality, and delivery across the value stream, or does it optimize one step while leaving the real constraint unchanged? Adoption for its own sake is not a business case.
AI vendor decisions carry lock-in risk. Preserving optionality as the model landscape shifts is a consideration I factor into evaluation, even if the operational detail sits with engineering and architecture leadership.
PII and IP exposure through AI tools is a real risk that requires guardrails. The cost of sanitization pipelines and secure SDLC controls belongs in the true cost assessment of any AI-assisted delivery approach.
Cloud & Infrastructure Cost Management
Cloud and infrastructure is an area where I set strategy and partner closely with senior platform and production operations leadership, rather than managing the technical detail directly. I’m transparent about that. My experience here is directional, not hands-on, and the operational depth sits with the infrastructure and SRE leaders I work alongside.
Where I do have a clear point of view is on the model. I favor a Platform-as-a-Service approach over requiring each delivery team to own their own infrastructure and DevOps stack. A well-designed internal platform, treated as a product with its own roadmap, SLAs, and team ownership, abstracts complexity away from stream-aligned delivery teams. It reduces their cognitive load, creates consistent governance across the organization, and concentrates infrastructure expertise where it can be maintained and improved deliberately. Delivery teams become consumers of the platform, not managers of it. That distinction has significant implications for both team performance and cost control.
The governance considerations I bring to this area include:
- Right-sizing and reserved capacity planning aligned to delivery forecasts, not arbitrary buffers
- Tagging and allocation strategies that connect cloud spend directly to business units and products
- FinOps practices that surface cost anomalies before they compound across billing cycles
- Infrastructure-as-code and automation that reduce manual provisioning drift and orphaned resources
- Build vs. buy evaluation for managed services vs. self-hosted infrastructure at each scale tier
- AI infrastructure cost modeling as GPU and inference spend grows with usage. This line item is moving fast and requires proactive governance, not reactive review
Budget Governance & Evidence-Driven Decision Making
I treat budget governance as an ongoing operating discipline, not a once-a-year planning exercise. The rigor I bring to pre-approval decisions carries through to post-purchase accountability, because the decision doesn’t end when the contract is signed.
Before the Decision
- Structured justification requirements for large procurement decisions
- Weighted criteria, TCO modeling, and build/buy/partner analysis
- Security, compliance, and privacy implications evaluated in advance
- Opportunity cost framing: what the business can’t do because of this spend
- Technical debt cost visibility: making invisible carrying costs legible before they’re committed
After the Decision
- Post-purchase ROI tracking: accountability doesn’t end at approval
- Annual portfolio rationalization: identify overlap, underuse, sunset candidates
- Vendor performance governance: SLAs, escalation paths, exit criteria revisited
- Ongoing headcount cost visibility across FTE, staff aug, and managed models
- Training and career investment tracked to capability outcomes, not just completion
I’ve owned staffing augmentation strategy and budgets, managed vendor performance, and partnered on cloud and tooling investment decisions across multiple funding cycles.
Operating at this level required deliberate investment in finance fluency beyond what most engineering leaders develop. That meant building working knowledge of COGS and OPEX structures, ROI frameworks that connect technology investment to earnings, and the ability to think through tradeoffs the way a CEO or CFO would. The goal wasn’t to become a finance executive, but to be credible and precise in the conversations that determine how technology budgets are set, defended, and spent.
VP of Engineering vs. CTO
The distinction matters when evaluating what kind of technology leader an organization actually needs. From my experience and perspective:
CTO
Puts technology first, people second. Sets the vision, connects technology strategy to business growth, and influences investors and the board on where the company should bet. The role is oriented outward and forward.
VP of Engineering
Puts people and practices first, technology second. Builds the engaged teams, the delivery systems, and the operating model that turn strategy into execution at scale. The role is oriented inward and toward outcomes.
Both roles are essential and complementary. One answers what the organization bets on. The other answers how people and systems deliver it. My experience and strengths sit firmly in the VP of Engineering model: scaling delivery organizations, building high-trust teams, and connecting engineering execution directly to business outcomes. While my title has been VP of Engineering, the work has regularly extended into CTO territory. During executive leadership transitions I carried technology strategy into the C-suite, participated in executive planning cycles, and provided the senior leadership continuity the organization needed. I know what the role demands from the inside.
M&A and Capital Events
I’ve been an active partner on nine acquisitions and three funding rounds. My contribution goes beyond technical review. I operate as a full strategic partner across the lifecycle of a capital event.
Technical diligence

I also understand the pressure that comes with a PE investment thesis. Sponsors have return expectations, defined investment periods, and a natural urgency that flows down through the organization. Managing that pressure well, being honest with leadership about what is and isn’t realistic, while protecting the team from the anxiety and instability that unchecked sponsor influence can create, is one of the less visible but more important parts of the job. Engineers do their best work when they have clarity and trust. Maintaining that environment during a PE cycle is a leadership responsibility, not a nice-to-have.
